Tracy Lacey

Tracy Lacey helps lead CBHDA’s policy advocacy efforts and is a part of the association’s leadership team.

Ms. Lacey joined CBHDA in March 2023 and is responsible for helping lead advocacy related to policy and regulatory affairs and is the lead for policy related to Mental Health Services Act (MHSA), health equity and workforce. She has over two decades of experience in the human services field—both behavioral health and child welfare—working in a range milieus, and in both clinical and administrative leadership roles. Ms. Lacey most recently worked for a county behavioral health department as a Senior Mental Health Services Manager & the MHSA Coordinator. In this role she led the community engagement efforts, was responsible for the oversight of the MHSA budget and service delivery, chaired the countywide Suicide Prevention Committee and provided leadership regarding the department’s health equity efforts.

Prior to her role as the MHSA Coordinator, Ms. Lacey was in leadership positions in the county behavioral health Quality Improvement (QI) Unit and the county-operated adult forensic unit which included a Full Service Partnership (FSP) program and programs embedded in the jail and the Probation department. Before joining the county, Ms. Lacey was the Program Director for a non-profit children’s mental health outpatient clinic, as well as a treatment foster care program.

In addition to having over two decades of experience working in the human services field—for both non-profit and government sectors—Ms. Lacey has personal life experience of having been in the foster care system as a child and having had a birth parent who suffered from a disabling mental health condition. These experiences have provided her unique insight into the consumer experience and contributes to her passion for breaking down silos, social justice, health equity, and motivate her to impact change to improve the public safety net which delivers services for individuals who are often marginalized and the most vulnerable.
