      <image:caption>Dr. Jei Africa PsyD, MSCP, CATC-V, FACHE, is the Director of Behavioral Health and Recovery Services for San Mateo County. Prior to his current role, he served as the Assistant Director of Human Services Agency, Director of Behavioral Health and Recovery Services for Marin County, and the Director of the Office of Diversity and Equity within San Mateo County Health. Dr. Africa, the first openly transgender county behavioral health director in the United States, is passionate about integrating effective culturally responsive practices into the core functioning of County health services. He has led efforts to expand community outreach and treatment services to underserved communities, including expanding the continuum of care for justice-involved clients and opening the first multi-disciplinary behavioral health LGBTQ+ community center in San Mateo County.</image:caption>

      <image:caption>With over 35 years of service in California’s community mental health systems, Tami Mariscal brings extensive experience in quality management, program integrity, and organizational leadership. She is dedicated to fostering strong partnerships with county partners and community-based organizations to promote a healthier, more connected community. As a Behavioral Health Director, Tami Mariscal is committed to ensuring quality, collaboration, and integrity in all aspects of service delivery—striving to leave the system better than when it began and to help build a thriving, sustainable community-based network. Tami, with an extensive background spanning over 30 years in the field of Behavioral Health, has demonstrated unwavering dedication and a diverse range of roles throughout her career. His journey commenced at Madera Counseling Center, where she began as an administrative assistant. In 1996, a pivotal opportunity emerged for Tami when she was invited to join a Specialty Mental Health Systems Implementation Team. Their mission was to establish a specialized mental health service delivery system in small rural counties, Tuolumne County, California being one of many. Upon the successful completion of the project, she was offered a position within the very system he had helped develop. Tami embraced this new role with enthusiasm and never looked back. Over the years, her career has witnessed an evolution, as she has taken on various roles that reflect her adaptability and commitment to the field. These roles have included administrative assistant, receptionist, crisis liaison, accounts receivable technician, support staff supervisor, medical records manager, administrative support and operations manager, information technology systems analyst II, and quality assurance/compliance manager. For 12 years, Tami also served as the Behavioral Health Privacy Officer, demonstrating a keen understanding of the significance of privacy and confidentiality in this field. Her wealth of experience and dedication culminated in her current position as the Behavioral Health Director. Tami’s journey is a testament to her enduring commitment to improving behavioral health services and systems in her community.</image:caption>

      <image:caption>Ian Kemmer has worked for Orange County in Behavioral Health Services for 22 years. He has a master’s degree in counseling psychology and is a licensed Marriage and Family Therapist. He has served in high-level management positions since 2014 working in all the function areas of Behavioral Health Services which include, Director of Adult and Older Adult Mental Health, Director of Behavioral Health Quality Management, Division Manager over Substance Use Disorder programs, Veteran’s Programs, and Crisis and Acute Care Services.  In these roles, he worked planning and directing the operations of these behavioral health function areas and directing all administrative and financial activities. Additionally, he has served as a member on the following statewide committees/workgroups: California Advancing and Innovating Medi-Cal committees, the Behavioral Health Administrative Integration Workgroup, the Substance Abuse Prevention and Treatment Committee and the Medi-Cal Policy Committee. Ian brings a wealth of experience and deep knowledge of Orange County’s Behavioral Health System to the role.</image:caption>

      <image:caption>Marlies L. Perez is the Division Chief over the Substance Use Disorder (SUD) Compliance Division within the Department of Health Care Services. Ms. Perez oversees the SUD licensing and certification, monitoring, and complaints for Driving Under the Influence Programs, Narcotic Treatment Programs, and outpatient and residential providers. The Division is also responsible for the federal opioid grants oversight, counselor certification and aspects of the Drug Medi-Cal Organized Delivery System 1115 waiver. Ms. Perez has worked in the SUD treatment field for over seventeen years; since the inception of Proposition 36. Her other experience includes the California Conservation Corps, president of a non-profit service organization, VISTA Volunteer, and authoring fiction novels.       <image:caption>Dr. Bolin received a Bachelor of Science degree in Kinesiology from California Polytechnic State University in 2001. In 2005, she received a Master of Social Work degree from California State University, Fresno through the Title-IVE program and is now on the CalSWEC Advisory Board &amp; Commission. Dr. Bolin is a licensed clinical social worker specializing in trauma therapy and is an adjunct faculty member with Fresno Pacific University in the Social Work Department. Dr. Bolin recently graduated with a doctorate degree in social work from University of Southern California and has recently been appointed the Mental Health Director with Tulare County Health and Human Services. Dr. Bolin has over 25 years of experience in the field of social work, 18 of those years within Child Welfare Services working from a field-based social worker up through the ranks into the position of division manager. In 2018, Dr. Bolin became the Deputy Director of Clinical Services with Tulare County Mental Health. Dr. Bolin has given numerous professional presentations on how to implement trauma informed practices within Child Welfare Services and Mental Health systems of care. In October 2015, Dr. Bolin presented at the Child Welfare Directors Conference on these topics and gave a national webinar on trauma screening in Child Welfare in partnership with Rady’s Hospital (November 14, 2014). Dr. Bolin was on a speaker rotation for presentations on the topic of Commercial Sexual Exploitation of Children (CSEC) for numerous conferences across the state of California. On January 12, 2016, Dr. Bolin published an op ed piece in the Visalia Times Delta Newspaper titled “CWS working to treat childhood- and parents- trauma”.  Dr. Bolin serves on the board of Salt &amp; Light, a local non-profit building community for homeless neighbors to live and have dignified jobs.       <image:caption>Kimiko Vang is the Director of the Merced County Behavioral Health &amp; Recovery Services Department. Dr. Vang graduated with a Bachelor of Arts in sociology with a minor in ethnic studies, and a Master of Social Work from California State University, Stanislaus. She also earned a Doctor of Social Work degree from the University of Southern California. Dr. Vang is a Licensed Clinical Social Worker.  Dr. Vang’s career spans over 20 years in the behavioral health and social services field. She started her career in public service with Stanislaus County Community Service Agency as a social worker in child welfare. Dr. Vang joined Merced County in 2008 where she has held several leadership positions. In 2015, Dr. Vang was appointed Deputy Director at Human Services Agency where she was responsible for the daily operations and strategic planning of social services programs with purpose to strengthen individuals and families, address behavioral health and drug and alcohol issues, and homelessness with the goal of employment toward self-sufficiency.  She also led the strategic direction of the Staff Development program by identifying trending industry practices and obtaining relevant training to upscale, build organizational capacity, and support succession planning. Additionally, Dr. Vang provided oversight to the County Veterans Services Office with the mission to serve veterans in our county. A focus of her leadership engagement, Dr. Vang employs a community-based, culturally responsive, and collaborative approach in addressing issues and providing tailored services to the Merced county community. With a commitment to individuals’ recovery and wellness, Dr. Vang ‘s clinical experience includes providing mental health services to adults and children with a history of sexual abuse, children victims of crimes, and individuals suffering from trauma. Dr. Vang regularly highlights the outstanding work accomplished in Merced County at local, state, and national conferences. In late 2019, Dr. Vang had the privilege to partner with BHRS and HSA staff to present on a culturally relevant multi-system behavioral health collaborative model and best practices at the Valley API Mental Health Conference in Fresno.
