Chloe joined CBHDA in December 2025 as a Policy Analyst and covers policy issues related to Substance Use Disorders. Prior to joining CHBDA, she worked at the Association of California Life and Health Insurance Companies (ACLHIC), where she supported the organization's legislative priorities, oversaw political action committee activities and budgets, and drafted communications materials for its member organizations. 

Previously, Chloe served as a Capital Senate Fellow in the office of Senator Tom Umberg, where she analyzed various policies pertaining to civil rights, legal procedure, housing, health, and human services. 

She earned her Bachelor's degree in Political Science from the University of California, Irvine, and her Master's degree in Public Administration from the University of Southern California.
