Andrea joined CBHDA in May 2026 as a Senior Policy Advocate. Raised in the Bay Area, she moved to Sacramento in 2016 after earning a B.A. in Political Science and Chicano/a Studies from San José State University. Prior to joining CBHDA, Andrea worked in government relations at the California Association of Public Hospitals and Health Systems (CAPH), where she led member engagement strategies around state legislation and advanced advocacy initiatives on behalf of public hospitals in the state.

Her background includes leadership and advocacy roles with several statewide nonprofit organizations including serving as Associate Director of Legislative Affairs at the California Pan-Ethnic Health Network and Legislative Assistant at the California Immigrant Policy Center. Andrea began her career in state policy as a legislative intern with the office of Assemblymember Reggie Jones Sawyer, Sr.

Andrea is also a graduate of the distinguished Hispanas Organized for Political Equality (HOPE Leadership Institute), recognized for its development of Latina leaders in public policy and civic engagement.
